Stunning depths of government collaboration with Enron revealed: Institute for Policy Studies uncovers $7 billion in public assistance for Enron's global operations

Excerpts from An Examination of the World Bank Energy Lending Program These excerpts are from a 1981 report by the US Treasury's office. The Treasury is encouraging the World Bank to serve the interests of oil-dependent countries like the U.S. and develop non-OPEC sources of oil, following the OPEC oil price hikes of the 1970s. This is the beginning of the "Reagan doctrine", when the World Bank acted on the requests of its largest shareholder, the US Government, and began pushing the privatization and deregulation of the energy and power sectors in developing countries.
